The guideline of the printing temperature of PLA is between 180°C and 220°C
The use of a heated print bed is not mandatory. If your 3D printer does have a heated print bed, you can set it to 35 - 60°C.
It is important that the first layer adheres well. You do this by calibrating the print bed. (levelling) The use of PEI and/or 3DLac promotes layer adhesion.
